Job Description

KEY RESPONSIBILITIES

1. Contractor Billing Management
   ? Verify and certify Running Account (RA) bills in line with contractual milestones and site progress
   ? Validate quantities against the Bill of Quantities (BOQ) and actual site measurements
   ? Ensure full compliance with contract terms, agreed rate schedules, and variation order protocols
   ? Review and certify extra items and variation orders with appropriate justification and documentation

2. Client Billing
  ? Prepare and submit accurate client RA bills aligned with project milestones and contractual payment schedules
  ? Ensure invoicing is timely, complete, and compliant with client agreements
  ? Coordinate with the Finance team for follow-up on outstanding payments and accounts receivable

3. Quantity Surveying & Cost Control
  ? Collaborate with the site team to conduct and verify quantity take-offs
  ? Perform detailed rate analysis and cost comparison across contractors and procurement categories
  ? Track project budgets versus actual billing and flag variances for management review
  ? Reconcile quantities, materials, and costs across project phases to ensure data integrity

4. Final Accounts & Project Closure
  ? Prepare, verify, and submit final bills for project closeout
  ? Oversee settlement of contractor accounts including retention money release and reconciliation
  ? Resolve pending claims, disputes, or discrepancies in a timely and professional manner

5.  Stakeholder Coordination & Reporting
  ? Serve as a key liaison between Project, Contracts, Procurement, and Finance functions
  ? Prepare and present MIS reports to senior management for project financial visibility
  ? Support internal and external audit processes with accurate documentation and records

Technical Skills & Domain Knowledge
? Deep expertise in hotel projects, interior works, MEP systems, and real estate billing
? Strong command of BOQ preparation, rate analysis, and quantity surveying (QS) methodologies
? Proficiency in ERP / SAP platforms and construction billing software
? Working knowledge of contract management, including FIDIC or equivalent frameworks
